I have examined the accompanying Ordinance, entitled

An Ordinance to provide for and regulate the Supply of Water

in the Colony of Hongkong and for the Maintenance and Repair

of the Works in connection therewith,

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions.

To amend and consolidate the existing law as to the supply

of water in the Colony with a view to prevent a recurrence of the late water famine by regulating such supply and reducing waste to

a minimum.

It is proposed to effect these objects by enacting that in the case of every tenement supplied with water from the water-works such supply shall be regulated by meter and that excess consumption (as defined under section 2 of this Ordinance) shall

be paid for by the owner or occupier.

In the case of tenements not supplied from the water-works public fountains will be erected at suitable places to
